  1. Relationship between (1) and (2):
  • High Commissioner for Human Rights shall be appointed by the Secretary-General of the United Nations and approved by the General Assembly. (Art.2 (b) A/RES/48/141 High Commissioner for the promotion and protection of all human rights)
  • High Commissioner for Human Rights shall report annually on his/her activities to the General Assembly (Art.5 A/RES/48/141)
  • The General Assembly supports fully the High Commissioner in the efforts to strengthen the human rights activities of the United Nations, inter alia, through reorganization of the structure of the Centre to improve its efficiency and effectiveness. (Art.4 A/RES/51/90)
  • The General Assembly encourages increased cooperation and coordination on human rights issues between the High Commissioner, acting within his mandate, and other departments and offices of the Secretariat (Art.5 A/RES/51/90)
  • The General Assembly requests the High Commissioner to continue to provide information and exchange of views with all States on a regular basis on the ongoing process of restructuring the Centre, inter alia, through informal open briefing sessions (Art.7 A/RES/51/90)
  • The General Assembly encourages the High Commissioner to continue to play an active role in promoting and protecting human rights (Art.8 A/RES/51/90)

2. Relationship between (1) and (4):

  • The General Assembly supports and encourages the efforts of the Secretary-General to enhance the role and further improve the functioning of the Centre for Human Rights under the overall supervision of the United Nations High Commissioner for Human Rights (Art.1 A/RES/51/90 Strengthening of the office of the United Nations High Commissioner for Human Rights/Centre for Human Rights)
  • Requests the Secretary-General to enhance the capability of the High Commissioner and the Centre to fulfill effectively their mandates and their ability to carry out mandated operational activities and to coordinate efficiently with other relevant departments of the Secretariat, as well as other organs, bodies and specialized agencies of the United Nations system, including on logistical and administrative questions (Art.3 A/RES/51/90)
  • The General Assembly supports fully the Secretary-General in the efforts to strengthen the human rights activities of the United Nations, inter alia, through reorganization of the structure of the Centre to improve its efficiency and effectiveness. (Art.4 A/RES/51/90)

3. Relationship between (1) and (5):

  • The General Assembly established the Human Rights Council, in replacement of the Commission on Human Rights, as a subsidiary organ of the General Assembly; the Assembly shall review the status of the Council within five years (Art.1 A/RES/60/251 Human Rights Council)
  • The Council shall, inter alia, make recommendations to the General Assembly for the further development of international law in the field of human rights (Art.5 (c) A/RES/60/251)
  • The Council shall, inter alia, submit an annual report to the General Assembly (Art.5 (j) A/RES/60/251)

 4. Relationship between (2) and (4):

  • High Commissioner for Human Rights shall be appointed by the Secretary-General of the United Nations (Art.2 (b) A/RES/48/141)
  • High Commissioner for Human Rights takes principal responsibility for United Nations human rights activities under the direction and authority of the Secretary-General (Art.4 A/RES/48/141)
  • The Secretary-General to provide appropriate staff and resources to enable the High Commissioner to fulfil his/her mandate (Art.7 A/RES/48/141)
  • The High Commissioner may propose the Secretary-General to support activities to promote and protect human rights. (Art.8 A/RES/51/90)
  • The Secretary-General may enhance the capability of the High Commissioner (Art.3 A/RES/51/90)

5. Relationship between (2) and (5):

  • The Council shall, inter alia, assume the role and responsibilities of the Commission on Human Rights relating to the work of the Office of the United Nations High Commissioner for Human Rights (Art.5 (g) A/RES/60/251)
